<br />The developer of a 5 lot 3ubdivisJon had indicated the building pads on the approved grading
<br />plan where, presumably, the soils had been tested. The developer himselfis now seeking a
<br />building permit to build a h(IUSe on the last lol.H.1s improvements, however, will not be entirely
<br />on the pad. The developer had previously told the purchaser of it neighboring fot [hat he, the
<br />neighbor, could not build off the pad. Now that the developer himself is purposing to buHd, off
<br />the pad, the neighbor is upset I:lnd threutelling to sue,
