<br />MEMO <br /> <br />DATE: March 8, 2001 <br /> <br />TO : Honorable Mayor and Council <br /> <br />FROM: Jim March <br /> <br />RE : Eagle Pass Outlot Sketch Plan <br /> <br />............................................................................ <br /> <br />Included in your packet is a copy of a sketch plan for the two outlots remaining in the <br />original Eagle Pass subdivision. The Planning and Zoning Commission reviewed this <br />sketch plan at their meeting on March 6, 2001. <br /> <br />The only comment provided to the developer was that he may want to switch the road on <br />the eastern outlot to be on the east side of the proposed townhomes. The plan that was <br />presented to the Planning and Zoning Committee showed the cul-de-sac abutting the <br />backyards of homes along Meadow Lane. Mike Quigley (Gor-em Development) was <br />present to discuss and display the sketch plan. Mr. Quigley plans to appear at the Council <br />meeting to discuss the sketch plan. <br /> <br />Subdivision Ordinance #8 does not require that the sketch plan be presented to Council. <br />However, Mr. Quigley indicated that he would be willing to present the sketch to <br />Council. The Ordinance states that after the sketch plan is presented to the Planning and <br />Zoning Commission the subdivider shall submit an application for approval of a <br />preliminary plat to the City Clerk. <br /> <br />In an effort to enhance communication with Council and citizens on this particularly <br />potentially sensitive issue, I am requesting the developer present the sketch to Council. I <br />am informing both of the townhome associations within the development about the <br />meeting. These homeowner associations had expressed interest several months back <br />about being made aware of when these outlots would be developed. <br /> <br />The development appears pretty straightforward. I expressed concerns in regards to <br />wetlands, drainage and existing trees that may be occupying the property. The density of <br />the initial proposal may also be a concern. Many of these items will be answered <br />throughout the platting process, but they are concerns from my initial review. The <br />completion of the existing park needs to be tied to the approval ofthese outlots as well. <br />If you have any questions, please feel free to contact me. <br />
