I felt that meeting was productive and adequately expressed the
concern <If the Mayor and the Council that this type of activity was occurring. However, there
was also an acknowledgment that this type of music and behavior is legal and that if push came
to shove, the owner of Waterworks had no obligation to respond in any fashion to your
complaint. Despite this knowledge, the owner of Waterworks did express concern over the
incident and indicated that he would take steps to try and reduce the amount of prompting by the'
DJ and also try to ensure that the "clean" version of the songs were played.

In closing, I just want to indicate again that in my legal analysis, the owner of Waterworks has
not violated any laws in. regard to the teen night in question. However, I also want to say that
both the Mayor and Councilmember Nelson were very passionate in their pleas to the owner of
Waterworks about not having this type of situation define their community. I was impressed
with their sincerity and ] believe the owner of Waterworks was also impressed to the point that
he agreed to do whatever he could to ensure that the future teen nights were conducted in a more
responsible manner.

Your concern and input regarditlg this situation has been appreciated.

Sincerely,

JDH:set

cc: Jim March, Centerville City Administtator (for distribution to City Council)

.
