<br />February 15,2001 <br />Council Meeting Minutes <br />Council Member Travis indicated he was fine with the 6:00 p.m. start time and stated he <br />would be okay with 6:30 p.m. but no later as the meetings have a tendency to run late. <br /> <br />Council Member Broussard Vickers stated she would make 6:30 p.m. work but no later <br />as the meetings run long. She also stated she did not feel Council should set the times for <br />committees as she feels they should at least have the authority to decide the time of their <br />meeting. <br /> <br />Council Member Capra stated she has a hard time making a 6:00 p.m. meeting and stated <br />6:30 p.m. would be easier for her. <br /> <br />Council Member Nelson stated she was okay with a 6:30 p.m. start time but not any later. <br />She also stated she would like to communicate to the committees that Council would <br />prefer them to hold their meetings at the same time as Council. <br /> <br />Mr. Wilharber noted that sometimes Council would get a presentation that went on for <br />hours and hours or a resident that goes on for quite some time so the Council meetings <br />were changed to an earlier start time to accommodate that. <br /> <br />Council Member Capra stated she felt Council needed to limit people's comments at <br />public hearings and suggested a time limit of ten (10) minutes with one chance for <br />rebuttal. <br /> <br />Mr. Wilharber noted many cities have a five (5) minute time limit and allow a resident to <br />speak only once on a particular subject. <br /> <br />Mr. Hoeft stated five (5) minutes is the standard time limit for resident input. In larger <br />cities there is actually a podium with lights that change from green to yellow to red to let <br />the resident know they need to wrap up their comments. <br /> <br />Motion by Council Member Nelson. seconded by Council Member Capra to change <br />the start time of the Council Meetings to 6:30 p.m. beginning with the first meeting <br />in March. All in favor. Motion carried unanimously. <br /> <br />Council Member Travis stated he was not in favor of regularly scheduled workshops. He <br />stated that when there is a need for one he has not missed one but is not in favor of <br />scheduling them just for the sake of having a meeting. <br /> <br />Council Member Capra stated she feels there is a lot of information that will need to be <br />discussed and that Council could shorten the length of the regular meetings by having <br />discussion at a workshop. <br /> <br />Council Member Capra noted the Planning and Zoning Committee had a workshop that <br />was attended by the public. She questioned whether the Committee has to allow public <br />input at the workshop. Mr. Hoeft stated the City does not have to answer to the public at <br />the workshop. <br /> <br />Council Member Capra clarified the meeting is open to the public but there is no need for <br />comments or questions to Councilor the Committee. <br /> <br />Page 15 of 18 <br />
