This leaves 5 feet of boulevard (4'-4" from back of curb) to <br />perform streetscape improvements on either side of the street. The minimum width to be <br />able to place lights, trees and also be ADA compliant is 6' from back of curb to edge of <br />walk. It is therefor recommended to obtain 2 feet of permanent easement on both sides of <br />Centerville Road from Main Street to Heritage Street. This would give the City the <br />necessary room to create a streetscape design of pedestrian ramps, lights, plantings and <br />other features. <br /> <br />PERMITS AND EASEl\1ENTS <br /> <br />As mentioned previously, Centerville Road from Main Street to the south is Anoka <br />County State Aid Highway 21. The proposed water main and street construction will <br />require an Anoka County permit. A permit from the Minnesota Department of Health <br />(MDH) is needed for extending new water main. Permanent easements will be necessary <br />for widening the boulevard/walk area, and several temporary easements will be needed <br />for water service lines and sidewalk construction adjacent to the property line. <br /> <br />COST ANALYSIS <br /> <br />A detailed cost estimate of the utility and boulevard work is presented in Appendix A. It <br />includes 5% for contingencies and 30% for indirect costs such as design engineering, <br />administration, legal, construction inspection, and testing. The total estimated cost for <br />the project is $366,297.74. <br /> <br />Individual property owners will be responsible for the water main connection between the <br />property line and their building. Property owners may also have costs associated with <br />taking private wells out of service.
