Hill, Inc. <br />2500 West County Road 42 <br />Suite 120 <br />Bumsville, MN. 55337 <br /> <br />RE: Preliminary Plat <br />Pheasant Marsh <br /> <br />Dear Mr. Osberg: <br /> <br />We have reviewed the preliminary plat of Pheasant Marsh, to be located east ofCSAH 21 (Centerville Road) <br />between Partridge Place and Dupre Road within the City of Centerville, and I offer the following comments: <br /> <br />. <br /> <br />Existing right-of-way east of centerline CSAH 21 is 33 feet. As shown on the preliminary plat, an <br />additional 27 feet of right-of-way east of the centerline ofCSAH 21 will be required for future <br />reconstruction purposes (total of 60 feet of right-of-way east of the centerline of CSAH 21). <br /> <br />It appears intersection Sight Distance Requirements can be met for the proposed intersection of CSAH 21 <br />and Dupre Road, however, some clearing and grading will be required to satisfy the Case I requirements. <br />The CitylDeveloper are to ensure that all applicable intersection Sight Distance Requirements are met to <br />the fullest extent possible. Please note that the existing and proposed right-of-way along the boundaries of <br />this plat is to be cleared of all in-place trees and/or field entrances or access points. <br /> <br />Two versions of this plat were submitted to Anoka County Highway Department dated 10-26-00 and 11- <br />29-00. The 10-26-00 plan set shows Outlot B to be a 50-foot wide non-developable outlot which would not <br />require access to CSAH 21, and that all lots within the plat would have access to the local roadways. On <br />the more recent 11-29-00 plan set, Outlot B is shown as a much larger outlot with several hundred feet of <br />frontage along CSAH 21 and having no other means of access other than direct access to CSAH 21. <br />Regardless of how Outiot B is configured, it is our opinion that all lots within this plat have adequate <br />access available via local roadways, and that if access for Outlot B is required, the plat should be <br />reconfigured to allow access for Outlot B to be made via the local roadways as well. Consequently, no <br />access points for the plat, including Outlot B, will be permitted onto CSAH 21, and right of access along <br />CSAH 21 within the boundaries of this plat (with the exception of Dupre Road) shall be dedicated to <br />Anoka County. <br /> <br />Calculations must be submitted along with a grading and erosion control plan that delineates the drainage <br />areas for this development. The post-developed rate of discharge shall not exceed the pre-developed rate of <br />discharge for the 5-year, 24-hour storm, utilizing the "SCS Method" with a curve number determined using <br />Group C soils as a minimum. <br /> <br />An access permit and a permit for work within the county right-of-way are required and must be obtained <br />prior to the commencement of any construction. Contact Roger Butler, Traffic Engineering Coordinator or <br />Josie Scott, Permit Technician, for further information regarding the permit process. Anoka County <br />Highway Department will install, remove, modify and/or maintain all necessary permanent traffic control <br />devices within the County right-of-way as needed for the development of this plat as a part of the permit <br />process.
