<br />r <br /> <br />PROCEDURES <br /> <br />1. Meet with appropriate City Staff to discuss the scope of the project, public participation being <br />requested, and other information as may be necessary. <br /> <br />2. Completion of Preliminary Tax Increment Financing Assistance Application form. This form shall be <br />submitted to the Director of Community Development. <br /> <br />3. The request shall be reviewed by City Staff on a preliminary basis as to the feasibility of the project. <br />The staff shall prepare a report on the project. <br /> <br />4. The application shall be placed on the City Council agenda for concept review. The applicant may make <br />a formal presentation of the project. The Staff will present its' fmdings. <br /> <br />5. If the Council's Preliminary Concept Review is positive, the applicant may elect to file a formal <br />application &:companied by a non-refundable fee of$lt'()CQ which shall only be refunded at the time <br />of signing a redevelopment contract should. the project be approved. <br /> <br />6. If Zoning and Planning Commission action is required, it will be necessary for the applicant, at this time, <br />to make application to the Commission for Concept Review. <br /> <br />7. Following the necessary financial analysis and preparation of detailed plans, the City Council and HRA, <br />if necessary, shall take action on the project. If approved, the staff will be directed to undertake the <br />following steps: <br /> <br />- prepare a redevelopment agreement based upon the terms approved <br /> <br />- prepare a redevelopment plan and tax increment fmancing plan if required <br />~ (:CCC e<scrow <br />At this time a deposit (cash or letter 6f w ulil) shall be required to defray costs involved with these steps <br />which shall also be refunded at the tine a redevelopment contract is signed should the project be <br />approved . <br /> <br />8.
