<br />MEMO <br /> <br />DATE: January 19,2001 <br /> <br />TO : Honorable Mayor and Council <br /> <br />FROM: Jim March <br /> <br />RE : Downtown Snow Removal Policy <br /> <br />*********************************************************************** <br /> <br />Snow removal in the downtown area has been discussed as a concern ofthe local <br />residents and businesses in the downtown area. The concern stems from the County <br />plows pushing snow into the parking lanes and out of the right-of-way on to the <br />pedestrian sidewalks. <br /> <br />The County does not want to take responsibility for removing the snow out ofthe <br />downtown area. The County does not remove snow from the streets in other <br />communities in the County. It appears that the solution for this problem will be a City <br />responsibility. I am proposing the following draft policy for discussion purposes. <br /> <br />DOWNTOWN SNOW REMOVAL POLICY <br /> <br />1) The City will only remove snow from the parking lanes along both sides of <br />Centerville Road from Westview to Sorel Street and on Main Street from Goiffon <br />Road to Progress Road. <br />2) The City will provide the property owners in this area as much lead time as <br />possible to let them know that the City has issued a Downtown Snow <br />Emergency. This state of emergency will be called by the Public Works <br />Director. A typical snow emergency will consist of a minimum non-melting 4" <br />snowfall or the accumulation oflesser snowfalls warranting the removal of snow <br />as a safety concern. <br />3) City staff will notifY property owners by a flyer in their doors when a downtown <br />snow emergency occurs. The notice will instruct property owners to shovel their <br />driveways/sidewalks if applicable to the outside curb edge so that the City <br />snowblower can blow the snow into a City vehicle for off-site removal. <br />4) City staff will not be responsible for removing snow from private property. <br />
