7128 Progress Road - Ms. Anita Underwood

Council reviewed a memo submitted by Staff concerning a request received from Ms.
Underwood in regards to a Non-sufficient Funds check issued to the City. The City
charged Ms. Underwood's utility account a $25 administrative fee and Ms. Underwood is
requesting that the $25 fee be waived. Ms. Underwood's letter states that she mistakenly
issued a check to the City from an account that had previously been closed and is on a
very limited income.

Motion by Council Member Broussard Vickers. seconded by Council Member
Nelson to waive the $25 administrative fee assessed to Ms. Underwood's account.
All in favor. Motion carried unanimously.

VIII. UNFINISHED BUSINESS

None.

IX. NEW BUSINESS

Additional Office Upgrade (Storage Cabinets and Countertop)/Council Chambers Wall
Insulation

Mr. March presented a quote to Council for insulating the outside wall of the Council
Chambers.

Mr. March explained that Staff wished to purchase standard cabinets and countertops
from Menards or Home Depot to assist with organization and preparation of meeting
packets in the copier area. Staff estimates the entire upgrade would cost approximately
$1,500.

Mayor Wilharber stated it was unfortunate that Council Chambers had been painted. The
wall is cold, however, the estimate seems high for insulating one wall. Mayor Wilharber
requested additional information on pricing for the standard cabinets and countertops.

Motion by Mayor Wilharber. seconded by Council Member Nelson to direct Staff to
obtain pricing information for the standard cabinets and countertops and provide
the additional information to Council for further discussion. All in favor. Motion
carried unanimously.

Council Member Broussard Vickers stated she did not believe Council Chambers was
used frequently enough to justify the expense to insulate the wall.

Mr. March noted due to the way the thermostat is wired in the Administrative offices, the
heat is either on in the office area or Council Chambers, not both. Mr. March also noted
the City has two and a half (2 Y2) gallons of paint remaining that could be utilized to
repaint the wall if the insulation project is approved.

Motion by Mayor Wilharber. seconded by Council Member Travis to table this
matter for future discussion. All in favor. Motion carried unanimously.

Page 4 of9
