All in <br />favor. Motion carried unanimously. <br /> <br />IX. NEW BUSINESS <br /> <br />City Finance Advisor Review <br /> <br />Mr. March explained this item was discussed at the previous meeting. He <br />indicated the financial advisor consultant for the City is being reviewed to assist <br />the Council in choosing a firm. Mr. March noted that representatives are present <br />from both Ehlers & Associates and Juran & Moody. <br /> <br />George Eilertson, Juran & Moody, thanked the Council for their time and noted <br />his firm would be able to provide the City of Centerville with a high level of <br />quality financial services. <br /> <br />Mr. Eilertson provided the Council with a presentation of his finn. He addressed <br />the advantages of working with Juran & Moody as being the financial advising <br />services, underwriting, investment management, debt management studies, <br />private placements with local banks, TIF financing and reporting within his full- <br />service firm. <br /> <br />Paul Donna reviewed the financing options and market perspecti ve from Juran & <br />Moody with the Council. He explained bond features such as pre..payment, public <br />and negotiated bond sales (which is an exclusive service offered by Juran & <br />Moody) along with the life of bonds for the City ofCenterville. <br /> <br />Mr. Eilertson indicated the upcoming project in the City of Centerville would <br />begin in two to three weeks in the amount of $625,000. He reviewed a <br />recommended time line with the Council for the upcoming general obligation <br />bonds of 2000. <br /> <br />Mayor Wilharber asked how TIF projects on the books would be forwarded to <br />Juran & Moody. Mr. Donna stated his company would review all TIF projects <br />and keep abreast of the files for future issues and to make promising <br />recommendations. He recommended Centerville look into three-year temporary <br />bonds for positive developments in the growing community. Mr. Donna stated <br />this would reduce the amount of long-term debt and reduce a portion of the cash <br />flow concems. <br /> <br />Council Member Nelson asked for fees for services from Juran & Moody. Mr. <br />Eilertson stated there is a fee schedule based on the size of tht: bond sale. He <br />indicated Juran & Moody would view past fee schedules when setting these rates <br />and feels they would be lower than past bond issues. <br /> <br />Page 4 of 10 <br />
