Discussion was had at the Joint Operations/Commission
meeting regarding the creation of this line item. It was noted, at that time, that in order to
reach the goals of purchasing a new truck and moving to the digital format, additional
funds would be needed. While the group had generously donated excess reserves from
the Commission budget to the Media Center in the past, those excess reserves will not
exist in the future. It was suggested at that time, that a line item be created in the
Commission budget for a grant to be put toward the equipment fund. With the creation
of this line item, excess reserves in the future would continue to go back to the cities. It
is worth considering that franchise fees will continue to increase, especially when high
speed internet service is available. PEG fees will not.

· Consultants
Competitive franchising issues may require the work of a consultant.

-23-
