VonDeLinde
Director

July 24, 2000

Mr. Jim March, City Administrator
City of Centerville
1880 Main Street
Centerville, MN 55038-9794

Re: Rice Creek Chain of Lakes Park Reserve - Pedestrian/Bicycle Trail

Dear Mr. March:

A new ten-foot wide bituminous pedestrian/bicycle trail has now been completed through Rice Creek Chain
of Lakes Park Reserve. This trail is located from west of Chomonix Golf Course to the new swimming beach
facilities, along the south side of Centerville Lake east to LaMotte City Park.

A section of this trail is located on St. Paul Water Utility property between the regional park reserve and
LaMotte City Park. Two property owners adjacent and just west of the trail on the water utility property have
concerns of trail users trespassing into their backyards. The county's Park Planner and Landscape Architect
met with these homeowners and a solution to their concern was agreed upon.

A six-foot high vinyl-clad fence will be installed along their property boundaries replacing an old water utility
wire fence. Some landscaping will also be done on the western edge of the water utility property to help
screen the trail from backyards. The landscaping will consist of five-foot tall blue spruce trees and #5 red-
twig dogwood. The length of the fence and landscaped area is approximately 270'. The attached map shows
the approximate location of this work.

The St. Paul Water Utility has installed two locked gates connected to their property line fence just south of
where the new trail exits their property into the regional park property and one just north of the trail where
it exits into LaMotte Park. These gates will prevent the unauthorized public use of the water utility corridor.
The County of Anoka will install "no trespassing / private property" signage on water utility property where
needed. Again, this is to discourage unauthorized use of the water utility corridor. See attached map for
approximate locations of the two gates.

Because this new trail link serves the City of Centerville and LaMotte Park, as well as the park reserve, it is
being requested that the city share in 50% of the cost of the fence and it's installation and 50% of the cost
of the plant materials. I believe this is what we had discussed with you during our original meeting with the
residents last fall. The County will install the plantings. I have included the lowest cost estimates for the
fence, the plant materials, and St. Paul Water Utility gates and fence. Please review these and let me know
if the City of Centerville is willing to share in 50% of the cost:

.

Fence cost: installed by Arrow Fence Company - $3,700.00
Plant materials: from Schumacher's - $3881.93
