<br />Ms. Drude stated this type of request is not unique to Centerville and indicated it <br />happens in most cities. <br /> <br />A consensus was reached to hold a public hearing at the October 11, 2000 <br />Council Meeting in regards to Northern Forest Products request. <br /> <br />IV. APPEARANCES/AWARDS <br /> <br />Eagle Pass Single Townhome Association <br /> <br />Jim Halstrom, (President, Eagle Pass Single Townhome Association) appeared <br />before the Council to discuss the enforcement of the Developer's Agreement, <br />street lighting and concerns/issues with any future development of the two (2) <br />outlots that would be joined with their Association. <br /> <br />Mr. Halstrom indicated the owners of the townhomes have had to endure ongoing <br />development which they understand, however he explained there are agreements <br />and ordinances in place that govern the way things should be done in order to <br />make it more bearable. He then read a list of the following issues: <br /> <br />1. Regular sweeping of streets and sidewalks <br />2. Ongoing clean-up of construction debris <br />3. Regular maintenance and weed control <br />4. Silt fencing at construction sites <br />5. Inspection of site grading and sodding practices <br />6. Cleaning of storm sewer grates <br />7. Street lighting <br />8. Eagle Park issues <br />9. Future outlot development <br /> <br />Mr. Halstrom indicated the streets and sidewalks are dirty and that someone <br />should be responsible to maintain them and requested that the Council look into <br />the matter. He indicated the developer has been leaving construction debris all <br />over the sites that are under construction which blows around the development. <br />He also indicated there are other cities with daily clean-up requirements and <br />further requests the City to consider improving Mr. Halstrom indicated the streets <br />and sidewalks are dirty and that someone should enforcement of such a policy. <br /> <br />Mr. Halstrom indicated the developer has not maintained the outlots and lots that <br />are not currently developed. Mr. Halstrom stated that excessive weed growth is <br />unsightly and requested that the Council work with the developer on same. <br /> <br />Mr. Halstrom indicated the developer is not currently using silt fencing and there <br />is excessive erosion, dirt in the streets and on the sidewalks. He asked the City to <br />require silt fencing in the future. <br /> <br />Page 5 of 22 <br />
