As part of that <br />process, the Council has determined it is unwilling to fund the City share of the police <br />department operation beyond the $1,320,000 level. That level is $20,000 below the <br />amount requested by the Commission. <br /> <br />Circle Pines' suggestion as to how the budget is to be reduced is to eliminate the $15,000 <br />from the future building fund, as it is our Council's belief that any building construction <br />of that size would have to be bonded. Therefore, it is unnecessary to amass funds <br />beforehand. If individual cities wish to set aside funds to meet those future needs, they <br />have that ability on an individual city basis. <br /> <br />Second, with the Commission finishing the operating year 1999 with $80,000 in reserves, <br />and their success with operating within the 2000 Budget, we do not believe that the <br />contingency funds needed to be increased from $5,000 to $10,000. <br /> <br />The Circle Pines Council also wishes to clearly communicate its future expectations as to <br />budget levels that it would expect to approve for 2002 to 2004. Circle Pines realizes that <br />there will be an increase in the amount funded by the cities as the 16th officer will not be <br />supplemented by grant funds, and those dollars will have to be replaced with City dollars. <br />However, Circle Pines will not approve budgets in the future that contemplate additional <br />officers beyond the 16th officer, for the time period indicated. Further, the Council's <br />expectation is that, with the leadership of the Chief and Assistant Chief, those 16 sworn <br />officers will be utilized in a fashion that maximizes their effectiveness. \Vhile the <br />Council realizes that at some point additional officers may be justified, it will take a trend <br />of a number of years, rather than a single year, to provide appropriate documentation. <br /> <br />Printed on Recycled Paper <br />
