<br />3.1.1 Con2estion <br /> <br />If it is decided that existing systems should be enhanced as a way of overcoming many of the <br />deficiencies in two-way land mobile public safety radio systems in Anoka County, then the issue <br />of congestion must be addressed. The existing congestion can be relieved if at least five <br />additional radio frequencies can be licensed for use by public safety entities in the County. <br />Those five frequencies will be needed for the following uses: <br /> <br />· Two additional radio frequencies for one more law enforcement mobile relay or repeater <br />dispatch channel. This is necessary as three law enforcement dispatch radio operators, <br />each using a separate two frequency mobile relay radio channel, are needed from 1500 to <br />2300 every day. <br /> <br />· Two additional radio frequencies for one more mobile relay or repeater law enforcement <br />administrative channel. <br /> <br />· One more frequency to be paired with the existing County fire frequency to make a mobile <br />relay or repeater pair. This would greatly reduce any covering of transmissions that occurs <br />when one person begins transmitting while someone else is already transmitting because <br />the second person could not hear that the first person was already transmitting on the <br />channel. With the existing simplex county-wide fire channel, there is little danger from <br />potential jamming as the jamming is being performed by a person in a vehicle driving <br />around and that jamming would only affect listeners in the vicinity of the jammer. If the <br />fire service in Anoka County were to implement a mobile relay or repeater channel, the <br />jammer could jam the system county-wide by putting his jamming transmitter on the <br />mobile relay input frequency. This could be relieved for paging purposes if the dispatcher <br />were to disable the repeat function if the channel is being jammed on the input frequency <br />and still do the paging on the output frequency where jamming is not occurring. <br /> <br />In addition to the five radio frequencies needed immediately, it is probable that at least four more <br />radio frequencies will be needed, probably within five years. Those frequencies would be <br />needed for the following purposes: <br /> <br />· Two additional frequencies for a mobile relay or repeater pair for an additional county- <br />wide law enforcement tactical channel. Additional tactical radio facilities are required <br />because of the rapidly growing rate oflaw enforcement activity as the population of the <br />County continues to grow and as the County becomes more urbanized. <br /> <br />3 A single frequency simplex frequency will be required to permit firefighter personnel to <br />monitor what is happening without that monitoring going on on the dispatch channel. <br /> <br />· The fire service will most likely require a fourth fire scene tactical channel in the future. <br /> <br />This means that within about five years, public safety agencies in Anoka County will need a <br />minimum of nine additional high-band, VHF radio frequencies in order to relieve congestion <br /> <br />Ronald Vegemast Engineering, Inc. <br /> <br />-22- <br /> <br />Report: Anoka County <br />
