<br />VII. PETITIONS AND COMPLAINTS <br /> <br />Intihar Complaint - Center Street Driveways Heaving <br /> <br />Mr. March presented to Council pictures of the Intihar driveway showing, approximately <br />a three by three foot section at the end of the driveway that had heaved making the <br />driveway almost unusable. <br /> <br />Mayor Wilharber stated that he had spoken to the homeowner when he stopped to check <br />on the driveway. The homeowner indicated to Mayor Wilharber it was his intent to <br />replace the driveway, but wanted to be sure the problem at the end of the driveway was <br />solved prior to doing so. <br /> <br />Mr. Peterson questioned Mr. Palzer whether drain tile had been placed at the end of the <br />Intihar driveway. Mr. Palzer stated that it was his belief there was drain tile in place and <br />that it was three (3) or four (4) feet below grade. <br /> <br />Mayor Wilharber questioned where the drain tile directed the water. Mr. Palzer stated <br />that it is directed west to the drainage ditch and then to a catch basin. <br /> <br />Council Member Broussard Vickers questioned if the driveway had heaved due to the <br />drain tile placement or if the drain tile was installed in an effort to keep the driveway <br />from heaving. <br /> <br />Council Member Broussard Vickers questioned City requirements to repair the lower <br />portion of the driveway. Mr. Palzer recommended replacing the lower portion with class <br />five for winter and working jointly with the homeowner in the spring when they intend <br />on replacing the entire driveway. <br /> <br />Council Member Broussard Vickers questioned ifit was the City's responsibility to repair <br />the driveway and whether or not the remaining portion of the driveway could also heave <br />as a result of the base under the asphalt. Mr. March stated that the driveway has <br />experienced heaving in the drain tile area only. Mr. Palzer stated that Center Street, in <br />the area being discussed, rises approximately eight inches during winter. <br /> <br />Council Member Broussard Vickers questioned removal of the drain tile. Mr. Palzer <br />stated that the same drain tile was located on neighboring properties as well. Mr. <br />Peterson recommended using class five to seal the draintile to keep the water from <br />flowing through. <br /> <br />Council Member Broussard Vickers questioned whether the repairs needed to be <br />completed prior to winter or the possibility of waiting until spring. Mr. Palzer stated that <br />he would speak with the homeowners. <br /> <br />Council Member Broussard Vickers questioned whether other driveways in the area <br />would also need repairing. <br /> <br />Page 3 of8 <br />
