<br />-* <br /> <br />DRAFT <br /> <br />JOINT LAW ENFORCEMENT COUNCIL AGREEMENT <br />ADDENDUM #1 <br /> <br />TillS AGREEMENT ADDENDUM is made by and between the County of Anoka, the Cities of Anoka, <br />Blaine, Centerville, Circle Pines, Columbia Heights, Coon Rapids, Fridley, Lexington, Lino Lakes, <br />Ramsey, St. Francis, and Spring Lake Park, and the Circle Pines-Lexington-Centerville Joint Municipal <br />Police Commission. <br /> <br />RECITALS: <br /> <br />(1) In 1970, the Anoka County Joint Law Enforcement Council was formed by a joint powers <br />agreement and was modified by an agreement executed in 1982 to add a number of cities in <br />Anoka County.. <br /> <br />(2) The county, cities, and police commission named above (herein "parties") wish to enter into this <br />agreement addendum to amend the Joint Law Enforcement Council Agreement in order to add <br />the Cities of Centerville and St. Francis as parties to the agreement, and to make other <br />appropriate amendments to the parties' agreement. <br /> <br />NOW, THEREFORE, THE PARTIES AGREE TO AMEND THEIR AGREEMENT TO <br />INCLUDE THE FOLLOWING: <br /> <br />1. The first paragraph in Section 2 of the Joint Law Enforcement Council Agreement is amended <br />to read as follows: <br /> <br />That it would be subject to the management of a council of 23--26 whose <br />membership would be constituted by appointment on an annual basis by each of <br />the participating governmental units of their Chief of Police together with one <br />other individual to be appointed by the 'Village 01 City Council; provided, <br />however. that if a participating governmental unit contracts with the Anoka <br />County Sheriff for police services, it shall be represented by the Anoka County <br />Sheriff; provided further, however, that the cities ofCenterville, Circle Pines and <br />Lexington and the Circle Pines-Lexington-Centerville Joint Municipal Police <br />Commission shall be represented by their Chief of Police and the Chairman ofthe <br />Joint Municipal Police Commission; and that the County would be represented by <br />the Sheriff and one otlIe! individual to be appointed b} the Doard of CoulLty <br />COlumissioner s. In addition, the Doal d of County COlllmi's'sione! s 'shall appoint <br />two four individuals. one to represellt tile llni11corporated areas "",ith tIle COUllt} <br />and one to represent tk incOlporatcd a!eas ill tile COllnty wllo do not llave a <br />police departl1lent with at least six full-time polic.e officers appointed by the Board <br />of County Commissioners, two of whom shall be Anoka County commissioners <br />and two of whom shall be appointed upon the recommendation of the Anoka <br />County Sheriff. That the Z3-rd 26th person would be appointed by the Council to <br />serve as chairman whose responsibility would be to act as chairman of the <br />different meetings of this Council, whose only vote would be in the case of a tie. <br /> <br />-1- <br />
