<br />MEMO <br /> <br />DATE: November 14, 2000 <br /> <br />TO Planning and Zoning Committee <br /> <br />FROM: Jim March <br /> <br />RE : Staff report on proposed PUD - Pheasant Marsh <br /> <br />............................................................................ <br /> <br />BACKGROUND <br /> <br />The proposed PUD to be known as Pheasant Marsh is being submitted by the <br />development firm known as Ground Development Inc. The original date for this request <br />is October 26th. This company has operated for several years as a land developer and has <br />proven that they can complete a variety of subdivision projects. The firm has a long list <br />of references. <br /> <br />The property that is being proposed for subdivision consists of approximately 54.73 <br />acres. The proposed subdivision would create 88 single-family residential lots. The <br />developer is proposing that the subdivision would be a phased development, probably <br />consisting of about three separate phases. Approximately two-thirds of the property is in <br />the MUSA stage of2001-2005. <br /> <br />ANALYSIS <br /> <br />The engineering firm James R. Hill, Inc. has submitted a set of plans for preliminary <br />review. According to the PUD section of the newly adopted Ordinance #4, this <br />information is much more detailed than necessary for preliminary review. <br /> <br />I am expecting to have comments on the plat from the City Engineer for distribution at <br />the meeting. Included in your packet is a letter from a resident that has concern for the <br />timing of this development. I also received a letter from a local business owner this <br />morning that wanted to be placed on the record that he is in favor of this development <br />being approved. I had a conversation with school district superintendent Dr. John <br />Christianson in regards to this development. Dr. Christianson indicated that he is sending <br />a letter in regards to the school districts capacity issue. I have not seen a copy of the <br />letter at this time. I am hoping that the letter arrives prior to the meeting. <br />
