<br />10) To act as agent for receipt, custody and disbursement of funds, gifts or other funds <br />paid or given by the contracting cities on behalf of, Of, fnr the use of the Department <br /> <br />11) To act as agent for any contracts of indebtedness and loans made in the names ofthe <br />contracting cities for the benefit ofthe Department. <br /> <br />12) To cause an annual audit to be made ofall its accounts, books, vonchers and funds <br /> <br />13) To recommend appointment of a Chief 0 f police. Tbe appointment ofthe Cbi ef of <br />police shall be subj ecllo the approval of the City Councils of all member cities <br /> <br />14) In exercising its powers under this Section, the police Commission shall adopt and be <br />governed by the rules and regulations known as "Rules and Regulations - loint powers <br />Poli ce Department", a copy of which shall be attached to this Agreement The rules <br />and amendments to the rules must be provided to all City Councils. <br /> <br />I S) Direct any revenues received from fines for criminal viol ations or co st of prosecution <br />to the city prosecuting the violation. <br /> <br />16) To make a financial accounting and report to the cities on Of before I uly I st of each <br />year. Upon request, during normal business hours, fmancial records shall be open to <br />examination by the cities. <br /> <br />17) To meet with the Chief of police regarding operations and administrative concerns on <br />a monthly basis. <br /> <br />18) To approve budgeted expenditures during their monthly meetings. Non- <br />budgeted expenditures sball be submitted for approval at a special or regular <br />meeting of the police Commission Non-budget expenditures also require the <br />approval of member cities. A monthly bill list shall be submitted to each city <br />following the police Commission meeting. <br /> <br />Officers authorized to make disbursement shall be bonded in an amount to be determined and <br />approved by the police Commission before entering into the performance oftheir duties <br /> <br />SECTION VI <br />POLICE DEPARTMENT EQUIPMENT, <br />LAND AND BUILDINGS <br /> <br />6.1 EUuipment Each ofthe cities to this Agreement has contributed to the Department for its <br />use and benefit, the cities' existing police equipment The police Commission shall control the <br />use of such contributed equipment. All expenses relating to the maintenance and repair of such <br />equipment shall be an operating expense of the Department. <br /> <br />- 5 - <br />
