Mr. March gave an overview of the possible restructuring options available. Mr. March stated he
would like to ensure the level of service City Hall currently provides will remain the same or get
better through the restructuring process. Mr. March presented the Council with two different
options. Mr. March indicated the following option, in his opinion would be in the best interest of
the organization. By following the proposed restructuring option, the City would be saving
benefit dollars as well as salary expenses of hiring a full time City Clerk.

Restructuring Option - Promote an internal candidate to a revised Clerk/Treasurer position,
increase the hours to the two part-time receptionists, hire a part-time account clerk to assist in
accounting duties, and hire a firm to record meeting minutes.

Minute Recorder options:

Time Savers:
City Council meeting minutes on an average run about 2 1/2 hours. At $9.50 per hour and $50
per page, this service would cost the City approximately $202 per month.
Planning and Zoning Commission meeting minutes would cost about $100-$125 per month.

Independent Contractor - The City of Circle Pines bids out an independent contractor per meeting
at a cost of$180 per month with a minimum of2 hours at the meeting plus additional charges for
over 2 hours.

Jill Lien (part time secretary/receptionist) was present, and shared on both of the receptionist's
behalf, that they are looking for additional hours, are willing to learn more things, and take on
more responsibilities. Ms. Lien indicated they have done a lot of extra things due to the absence
of a City Clerk, and would like the opportunity to grow within the organization.

Eagle Trucking

Mr. March indicated Eagle Trucking is close to completing the environmental site assessment.
Mr. March stated he received a phone call from a citizen that informed him that the well that is
currently servicing the building is located underneath the building, therefore if the City did
purchase the property, there may be costs involved with pulling out and sealing the well.

Mayor Wilharber feels that if the environmental and well issues could be addressed in the
purchase agreement so that the City would be safe, he would be interested in seeing a proposal to
move forward in the purchase of this property.

Motion by Council Member Sweeney. seconded by Council Member Travis to authorize
the City Attorney to prepare a draft purchase ae:reement for the City's purchase of the
Eae:le Truckine: property. All in favor. Motion carried unanimously.

IX. NEW BUSINESS
