<br />Motion bv Council Member Broussard Vickers. seconded by Council <br />Member Sweeney to approve the Residential Recyclin2 Pro2ram as <br />submitted by Staff. All in favor. Motion carried unanimously. <br /> <br />St. Genevieve's - Lawful Gambling Exemption <br /> <br />It was noted that St. Genevieve's Church is requesting a gambling exemption from <br />the State in regard to the gambling activities that occur at the annual chicken <br />dinner. <br /> <br />Motion bv Council Member Sweeney. seconded by Council Member Travis <br />to approve St. Genevieve's Lawful Gamblin2 Exemption. All in favor. <br />Motion carried unanimously. <br /> <br />Tax Increment Financing Assistance - First Class Concrete <br /> <br />Mr. March indicated First Class Concrete has requested tax increment financing to <br />assist in the development of their proposed speculative office/warehouse building <br />on 20th A venue. He stated they conducted soil borings and found they will need <br />$75,000 to $100,000 in soil corrections. The building plans are complete but they <br />do not know if the project is feasible due to the need for soil conditions. He stated <br />he spoke with EWers about the possibility ofTIF eligibility and contacted the <br />property owner to find out ifhe is interested in establishing the TIF district which <br />generally costs about $5,000. Ehlers said the City could send a draft letter of <br />intent which the property owner could show to finance agents to assist with <br />obtaining financing. <br /> <br />Council Member Sweeney a.;;ked why they are locating a speculative building on <br />this site instead of across the street in the park where there are roads and utilities. <br /> <br />Mr. March stated the applicant purchased the property on a contract for deed so <br />they already have a substantial investment in the property. <br /> <br />Council Member Nelson asked if that type of poor soil conditions qualifies them <br />for TIF eligibility. Mr. March stated he did ask that question and learned the <br />location of peat, wood, and poor soils is not considered a contaminated site, so the <br />soil correction would be an economical consideration and result in additional costs. <br />He reported a manufacturing business is interested in locating in this building if it is <br />constructed. <br /> <br />Mr. March asked if the Council is interested in establishing a TIF District and, if <br />so, the amount of assistance that would be provided. He stated the Council may <br />want to review engineering estimates for the soil correction. . <br /> <br />Motion by Council Member Sweeney. seconded by Council Member Nelson <br />to establish a tax increment district with Ehlers for First Class Concrete and <br />authorize staff to provide a letter of intent to First Class Concrete. <br /> <br />Page 8 of 12 <br />
