Box 441
Hugo, MN 55038

Dear Mr. Larson:

At their October 2002, the City of Centerville Park and Recreation Committee requested
that Staff send a letter to you requesting financial assistance in the form of charitable
gambling proceeds for the purpose of purchasing bicycle racks for the City parks. As
stated in the letter dated October 11, 2002, the Commission received estimates for the
purchase and installation of these bike racks and they reported that the cost would be
about $2,000.

As you recall, on February 12, 2003 the City Council asked why the Committee's request
for bicycle racks had been denied. You reported that Dead Broke Saddle Club does not
donate directly to cities and that Centerville's original request had been submitted by the
City. It was then explained to you that the Park and Recreation Committee had submitted
the request through the City Administrator, Kim Moore-Sykes and that the request for
donations was not from the City.

I am again submitting a request for consideration by Dead Broke Saddle Club, from the
Park and Recreation Committee to receive a donation of $2,000 for the purchase of
bicycle racks for the City parks.

Thank you for your reconsideration ofthe Park and Recreation Commission's request. If
you have any questions or comments, please feel free to call City Hall, 651-429-3232.

Sincerely,

/~///~h 12 ~ .
