<br /> <br />" " <br /> <br />TO: Honorable Mayor and City Council Members <br /> <br />FROM: Kim Stephan <br /> <br />SUBJECT: Parks & Recreation Recommendation for Hunters Crossing 2ndAddition <br /> <br />DATE: March 7,2003 <br /> <br />Motion was made by Committee Member Peil, seconded by Chairperson DeVine to recommend <br />to City Council to accept Mr. Richard Carlson's proposal as presented at the March 5, 2003 <br />Parks & Recreation Committee meeting. This would include 3 Y2 acres of wetland with <br />approximately 1 acre of dry ground, changing the location of the trail to surround the large pond <br />besides Wiharbor's property to the north side and to accept the land as a donation to the city <br />taking park dedication fees in lieu of land. All sidewalks will be eliminated in this development <br />and the trail will be extended from the northeast corner along the west side of the development <br />using the St. Paul Water Utility easement, with a stub from the trail to Beaver Pond Way <br />between lots 1 and 2, block 1 and a stub between the trail and Beaver Pond Way between lots 15 <br />and 16, block 1. All in favor. Motion carried unanimously. <br /> <br />The following was taken from the 03-12-03 City Council Meeting Minutes: <br /> <br />Council Member Lee indicated there is a motion that is missing from the agenda and it was in regard to <br />a Parks and Recreation recommendation concerning Hunter's Crossing. <br /> <br />Ms. Moore-Sykes explained that it was pulled from the agenda because the wording of the motion was <br />confusing and sent back to the Parks and Recreation Committee for clarification. <br /> <br />Ms. De Vine asked for clarification on procedures and protocol because she does not understand why <br />when the Committee makes a recommendation it is removed from the agenda by Staff She then <br />suggested that Staff could review the tape from the meeting ifthere was confusion about the motion. <br /> <br />Ms. Moore-Sykes indicated the motion did not reflect the discussion and she was not sure what the <br />request was so she removed it from the agenda as she did not feel she could adequately explain it to <br />Council. She further indicated she had sent it back to the Committee for verification as she did not <br />know that Ms. De Vine would be at the Council meeting to interpret the motion. <br /> <br />Ms. Moore-Sykes indicated Staff could not understand if it was money or land. Ms. DeVine indicated <br />it was not the land or the sidewalks, it was the northwest stub for a trail, whether or not it was between <br />Lot 1 and 2 or Lots 5 and 6 or at all. <br /> <br />Council Member Broussard Vickers recommended having the motion read back for clarification if <br />there is a long motion to avoid this type of issue in the future. <br /> <br />Ms. Stephan indicated she listened to the tape and typed it verbatim but the Committee had a stub <br />where it is not feasible to have a stub. There was confusion among three members DeVine said <br />between Lots 2 and 3, Brian said between Lots 5 and 6 and that is swamp and Lots 2 and 3 is two lots <br />away from the trail. <br />
