City Council 2007-02-28, 7:30 p.m.
Minutes of Work Session

~@~ &~~~~

Present were Mayor Mary Capra, Council members Michelle Lakso, Jeff Paar, Linda
Broussard and Tom Lee. Also present were City Attorney Kurt Glaser, attorney engineer
Mark Statz and Administrator Dallas Larson.

The Council briefly discussed the redevelopment of downtown. The extension of the
Pre-development Agreement will permit Beard Group to continue working on the project
while the development agreement is being worked on.

The Council discussed formally organizing the EDA. The City staff will let people know
that the Council is looking for two citizen members of the EDA and will invite the former
EDC members to apply.

The Council discussed industrial development projects that are being considered by
property owners. It was noted that Lino Lakes is not likely to approve a Centerville
Public Works facility for land on the south edge of Centerville that was offered for sale to
the City. Thus, the city may need to expand in the present location or look to another site
in Centerville. Staffwill explore available options and report back to council.

The Council reviewed the available information regarding development plans in Lino
Lakes east of Centerville. "Big Box" retail development is anticipated between
Centerville and the 135 interchange. The southwest quadrant is expected to develop soon,
perhaps beginning this year.

Council agreed that the agenda for the "All Committee" joint meeting will be to review
Council goals and to have the City Attorney review Open Meeting, Data Practices and
Ethics Policy issues.

Adjourned at approximately 8:30 p.m.

Dallas Larson
City Administrator

/
