<br />"'" <br /> <br />Parks & Recreation Committee <br />Meeting Minutes 1 0-06-04 <br /> <br />which would prohibit the Parks & Recreation Committee from working with SRF on a trail <br />feasibility study to be used for grant purposes. The committee liked the idea of working with <br />SRF since this is the firm that is working with Anoka County on the County Road 14 project <br />and will be involved in the trail system already. Mr. Hoeft responded with 'As 1 understand <br />the question, can the city use another engineering firm for a trail study, the answer is yes. It is <br />similar to the city using another attorney as bond counsel. ' <br /> <br />Motion was made by Committee Member Peil, seconded by Committee Member Lindsay <br />to recommend to City Council requesting City StafT contact SRF Engineering for the <br />purpose of supplying the Parks & Recreation Committee/City Council with a detailed <br />proposal/estimate of costs involved and what services would be included in a Clearwater <br />Creek Trail Feasibility Study for the purposes of including the study with future trail <br />grant applications. All in favor. Motion passed unanimously. <br /> <br />Tobacco Free Policies for Outdoor Recreation Facilities <br /> <br />An informational hand-out from Ms. Rachel Hilyar, Anoka County Community Health & <br />Environmental Services, was included in the Parks & Recreation Committee packet for review <br />regarding Tobacco-Free Parks and Recreation Areas. The committee felt there are already <br />restrictions on tobacco use in all municipal buildings and did not recommend further <br />restrictions at this time. <br /> <br />SUBCOMMITTEES <br /> <br />Grants <br /> <br />Vice-Chairperson LeBlanc stated there was nothing to report on grants at this time. The <br />subcommittee is waiting for the CSAH 14 project and Anoka County Parks to finalize some of <br />their plans before determining which direction to take with the next grant application. <br /> <br />Trails <br /> <br />At the September 1, 2004 Parks & Recreation Committee Meeting Committee Member Seeley <br />mentioned a potentially dangerous sink hole on the trail going north through the school <br />property. Committee Member Seeley asked for an update to which Chairperson Peterson <br />reported the sink hole was partially caused by a resident having a sub pump running directly <br />onto the trail which was undermining the trail, the resident has been notified and Public Works <br />Staff has filled the sink hole. <br /> <br />Chairperson Peterson, as Public Works Staff, has discussed at the weekly construction meetings <br />the possibility of having Dresel Contracting sub-cut and install base for a 200' trail extension <br />along the east side of the parking lot at Laurie LaMotte Memorial Park and would like City <br />Council to direct the contractor to complete this work. Public Works Staff & the Parks & <br />Recreation Committee feel that this is a safety issue as the trail currently connects directly into <br />the parking lot. The trail extension will connect at a future time to the existing trail running <br />east and west along the warming house. <br /> <br />30f5 <br />
