Ordinance #4 - Zoning Pennit Amendment (Accessory StructureslFences) <br /> <br />Ms. Moore-Sykes indicated that Staff had proposed the idea of a pennit for accessory <br />structures and fences to the Planning and Zoning Commission previously as a way of <br />eliminating or reducing some of the issues Staff has with them, but the Planning and <br />Zoning Commission was not in favor of adding another permit fee. She then said that <br />Staff would like to suggest that the pennit fee for accessory structures and fences be <br />reconsidered. <br /> <br />COlDlCil directed Staff to have the Planning and Zoning Commission discuss the matter <br />and come to Council with a recommendation on an appropriate permitting fee for <br />accessory structures and fences. <br /> <br />Mayor Sweeney asked that Staff and the Commission consider the fee carefully and <br />assure that it covers Staff time but is not too high because the pennit process will not help <br />Staff if residents feel it is too high and do not apply for pennits. <br /> <br />4. Parks and Recreation Committee Recommendation <br /> <br />Council indicated this recommendation should be held over until it is determined whether <br />the development will proceed. <br /> <br />VIII. OLD BUSINESS <br /> <br />1. Pheasant Marsh. Phase II1- Developer's Agreement & Final Plat <br /> <br />Ms. Moore-Sykes indicated this item was tabled from the last meeting. <br /> <br />Council Member Capra asked whether there had been any progress on the issue of the <br />WaIver. <br /> <br />City Attorney Hoeft indicated that he has no issue with regard to the sidewalk, trail ways <br />and mailbox language added by Staff. He then commented that Mr. Runkle may wish to <br />comment on the escrow for the mailboxes. <br /> <br />Mr. Dale Runkle, Ground Development, indicated that he does have a concern about the <br />escrow for the mailboxes as it was not required in the other two phases and mailboxes <br />were installed. He then said that they have arrangements in place to have the mailboxes <br />installed and he does not feel the need for another escrow. He also commented that he <br />does not see where the ordinance requires it. <br /> <br />Page 6 of 14 <br />
