<br />.EM' <br /> <br />TO: Parks and Recreation Committee Members <br /> <br />FROM: Kim Stephan <br /> <br />SUBJECT: St. Paul Water Utility Property at 1601 LaMotte Drive <br /> <br />DATE: March 2, 2005 <br /> <br />The following information is from Vice-Chairperson LeBlanc regarding the property at 1601 LaMotte <br />Drive: <br /> <br />I called Mr. Nick Eloff at Anoka County Parks, who has worked with us on trails, and asked if he had any <br />opinions or advice on the St Paul Water property situation. <br /> <br />He said an appraisal with it being zoned as park land would certainly be less than being zoned as residential. <br /> <br />He also thought that St Paul Water Utility is somewhat stuck since they would have to go to Centerville to get <br />the property rezoned from park to residential. <br /> <br />He said Anoka County Parks recently negotiated with St Paul Water Utility to purchase 64 acres of land around <br />Centerville Lake for $1,300 per acre. I'm not sure where all this land is and the price would have to be double <br />checked. <br /> <br />My suggestion is that Centerville get an appraisal of the property with zoning as park land. The city needs that <br />data to negotiate the property value. <br /> <br />The following excerpt is from the City Council Meeting Minutes of February 23, 2005: <br /> <br />Mayor Capra provided Council with an update of her negotiations with Mr. Tschida concerning the purchase <br />price for 1601 LaMotte Drive. She then explained that one of the requirements for the DNR matching grant that <br />the City is applying for to assist with the purchase of this park property is that the City obtains a parkland <br />appraisal for the property. She then asked for Council authorization to do so in an amount not to exceed $3,000. <br /> <br />Motion by Council Member Lee, seconded by Council Member Lakso to authorize Staff to obtain a <br />parkland appraisal in an amount not to exceed $3,000 with the funds being expended from Park <br />Dedication Funds. All in favor. Motion carried unanimously. <br /> <br />Mayor Capra indicated that Mr. Tschida has asked for the maximum amount that the City is willing to pay for <br />the property and has offered to finance the property over three years at 6% interest if the City is interested. She <br />then said that the parkland appraisal should assist the City with setting its purchase price. <br />
