<br />.. <br />\ <br /> <br />Ms. Kim Stephan, Park and Recreation Liaison <br />City of Centerville <br /> <br />January 12, 2005 <br />Page 3 <br /> <br />Roadway Right-or-Way <br /> <br />County Road 14 and County Road 54 both have varying right-of-way widths for <br />incorporating a trail corridor. Remaining right-of-way adjacent to the roadway varies <br />from 12 -32 feet and in some areas this will prohibit the establishment of an 18 foot <br />setback for the trail corridor which should occur where the posted speed limit is 50 mph. <br />In addition to providing a safe buffer from the roadway, this setback allows for snow <br />storage along roadway shoulders that will not impact trail circulation. Further review by <br />Anoka County should be solicited to determine the most appropriate location of the trail <br />corridor within the County Road 54 and County Road 14 right-of-ways. A representative <br />cross section of County Road 54 and incorporating a trail within the right-of-way is <br />shown in Figure 3. <br /> <br />There are also several utilities located along the east side right-of-way of County <br />Road 54, which include electric, gas, water and sanitary sewer. Many of these utilities <br />should be compatible with trail construction. A more detailed inventory of existing <br />underground utilities should be done to confirm the location of all public and private <br />utilities to avoid potential conflicts with the location of the proposed trail alignment. <br />Several drainage ditches located along the County Road 54 corridor should be avoided to <br />minimize costs for constructing additional culvert pipe crossings for the trail corridor. <br /> <br />Although nothing is currently outlined in the County CIP program, potential expansion of <br />the County Road 54 corridor should be considered when determining alignment, <br />elevations, and setbacks for the proposed trail. Locating the trail as close as possible to <br />the edge of right-of-way will help minimize the potential for reconstruction of the trail <br />corridor after expansion of the roadway. <br /> <br />Roadway Crossings/Intersections <br /> <br />Roadway crossings along the proposed trail alignments also need to be considered. <br />Where possible, trail crossings should be established at controlled intersections or aligned <br />with future roadway intersections. A trail crossing is currently proposed at County <br />Road 54. To provide for user safety it is proposed that the crossing include signage <br />giving both the trail user and vehicles on the cross street advance warning of the crossing. <br />It is proposed that the crossings typically be a stop condition for the trail user. <br />A representative signage and striping plan for a typical crossing of a roadway or <br />driveway is shown in Figure 4. <br /> <br />I-35E Interchange Improvements <br /> <br />The connection of the trail corridor across the I-35E bridge along the south side of <br />County Road 14 will have to be addressed when the interchange is reconfigured to serve <br />higher traffic volumes. Mn!DOT has developed a preliminary concept layout for the <br />reconfigured interchange (see aerial photo) but no timetable has been established for its <br />construction. As part of the bridge reconstruction, a 12 - 14 foot separated shoulder or <br />bridge crossing should be incorporated with the design of the new interchange bridge. <br />
