City of Centerville <br />Council Meeting Minutes <br />February 14, 2007 <br />Motion by Council Member Lakso, seconded by Council Member Lee, to approve <br />the custodial letter with the addition of the Joint Powers language. All in favor. <br />Motion carried unanimously. <br /> <br /> <br />7.Fairview Street Improvements (Bonestroo Estimate) <br /> <br />d.Rehbein Agreement <br /> <br />e.Eibensteiner Agreement <br /> <br />City Attorney Glaser suggested adding a letter of credit from Eibensteiner to the <br />agreement subject to City approval. <br /> <br />Councilmember Broussard asked about payment of fees. City Administrator Larson <br />stated it is all part of the agreement language. <br /> <br />Motion by Council Member Lee, seconded by Council Member Paar, to approve <br />Resolution #07-007 Ordering Fairview Street Improvements. All in favor. Motion <br />carried unanimously. <br /> <br />Councilmember Broussard asked if there is wording that Bonestroo would pay for <br />engineering costs even if the project. <br /> <br />City Attorney Glaser stated they are waiving their rights from each of the parties and the <br />City can go forward with the project. If the bids came in too high and the project was <br />stopped, they still could be asked to pay for the feasibility study as a condition of <br />stopping the project. <br /> <br />Motion by Council Member Paar, seconded by Council Member Lee, to approve the <br />Rehbein and Eibensteiner Agreements as presented with the condition of a letter of <br />credit from Eibensteiner. All in favor. Motion carried unanimously. <br /> <br /> <br />VIII.NEW BUSINESS <br /> <br /> <br />1.Resolution #07-006 – Requesting Comprehensive Road & Transit Funding in <br />2007. <br /> <br />City Administrator Larson reported the League of Minnesota Cities plans to encourage <br />the Legislature to find a funding source for road and transit requirements. <br /> <br />Discussion on the resolution ensued. <br /> <br />Council Member Paar stated he did not support a resolution that resulted in people paying <br />more for the services. <br /> <br />Council Member Lee agreed and stated it is clear what people want, however, the way <br />the resolution is written, people would pay for more services <br /> <br />Page 9 of 13 <br />
