<br />City Council 2007-01-24, 7:30 p.m. <br />Minutes of Work Session <br /> <br />Present were Mayor Mary Capra, Council members Michelle Lakso, Jeff Paar, and Tom <br />Lee. Also present were City Attorney Kurt Glaser and Administrator Dallas Larson. <br />Absent was Council member Linda Broussard. <br /> <br />The purpose of the work session was to continue discussion of the redevelopment of <br />downtown. The Council discussed the tax increment financing projections that were <br />prepared by staff. Some members expressed concern over the potential for a 25 year TIF <br />district. While no one wanted to see taxes committed for 25 years, most seemed willing <br />to consider that if it was necessary to make the project happen. Other financing measures <br />were discussed as ways of shortening the term of the district, including grants, waiving <br />fees, applying proceeds from land sales, and direct participation by the city in some of the <br />infrastructure costs. The Council then spent time reviewing the developer agreement and <br />provided feedback to the City attorney on their concerns. <br /> <br />The Council determined it would hold one more work session on the subject at 6:30 on <br />February 7. Beard Group will be invited, as well as outside experts engaged by the City <br />to review the agreement and the financing plan <br /> <br />Adjourned at approximately 9:10 p.m. <br /> <br />Dallas Larson <br />City Administrator <br />
