<br />.sECTION 1 a.AUTHORITY TO REMOVE VEHICLES. <br />A. Any vehicle, wherever found, in violation of City Ordinances or the laws of the <br />State of Minnesota, is declared to be a nuisance. A Police Officer may <br />summarily abate a nuisance vehicle by: (1) removing said vehicle and storing <br />the same in an appropriate place, or (2) directing or requesting another <br />person to remove said vehicle and store it in an appropriate place. Before the <br />registered owner of a vehicle shall be permitted to recover said vehicle, they <br />shall furnish a registration ownership title, proof of insurance, current <br />registration on said vehicle" and a valid driver's license. The registered owner <br />shall pay all the administrative, towing, and storage fees of said vehicle to the <br />person storing the vehicle. It shall be unlawful for any person to reclaim such <br />vehicle without first paying all of such administrative, towing" and storage <br />fees. <br />B. The impounding of a vehicle shall not prevent or preclude the institution and <br />prosecution of proceedings for violation of the law against the owner or <br />operator of such impounded vehicle. <br />C. The presence of a vehicle on any street, alley, or City-owned parking lot, <br />when standing or parked in violation of this Ordinance is prima facie evidence <br />that the registered owner of the vehicle committed or authorized the <br />commission of the violation. <br /> <br />SECTION 11. REPORT OF POLICE OFFICER. Any Police Officer directing the <br />impounding of a vehicle shall prepare a written report of the description of such <br />vehicle and include a written statement describing the circumstances involved. <br /> <br />SECTION 12. PARKING FOR SPECIAL PURPOSES. Whenever a person, firm" or <br />corporation is in need of a special parking privilege for loading, commercial, or any <br />other purposes, written application shall be made to the City requesting such <br />privilege.
