<br />STATE OF MINNESOTA <br />COUNTY OF ANOKA <br /> <br />CITY OF CENTERVILLE <br /> <br />ORDINANCE #16 <br /> <br />AN ORDINANCE REGULATING THE USE OF HIGHWAYS \VITHIN THE CITY OF <br />CENTERVILLE, Al~D THE IMPOSING PENALTIES FOR THE VIOLATION THEREOF. <br /> <br />The City Council of the City of Centerville, Minnesota, does ordain: <br /> <br />SECTION 1. CARELESS DRNING. <br />No person shall operate or halt any vehicles upon a street or highway within the City of <br />Centerville, Minnesota, carelessly or heedlessly in disregard of the rights or safety of others or in <br />a manner so as to endanger or be likely to endanger any person or property. <br /> <br />SECTION 2. SPEED REGULATIONS. <br />1. No person driving a vehicle within the City of Centerville shall drive the same at a speed <br />greater than is reasonable and prudent under the conditions and having regard to the <br />actual and potential hazards then existing. In every event speed shall be so restricted as <br />may be necessary in order to avoid colliding with any person, vehicle or other <br />conveyance on or entering the highway in compliance with legal requirements and the <br />duty of all persons to use due-care. No person shall drive a vehicle at such a slow speed <br />as to impede or block the normal and reasonable movement of traffic except when <br />reduced speed is necessary for safe operation or in compliance with law. <br />2. No vehicle shall be driven thereon at a speed in excess of 30 miles per hour on any street <br />on which a different speed has not been established by the commissioner of highways <br />under M.S.A., Sect. 169.14. On any street where a different speed zone has been so <br />established and signs have been posted calling attention to such zone, no vehicles shall be <br />driven in the village at a speed greater than that indicated on such signs. <br /> <br />SECTION 3. OPERATING AND TURNING VEHICLES. <br />Upon all highways within the City of Centerville of sufficient width, except upon one way <br />Btreets, or except upon those with three traffic lanes established and plainly marked thereon, the <br />driver of a vehicle shall drive the same upon the right, half of the roadway and shall drive a slow <br />moving vehicle as closely as possible to the right-hand edge or the curb of such highway, unless <br />it is impracticable to travel on such side of the highway and except when overtaking and passing <br />another vehicle. No person shall stop or turn a vehicle or change from one traffic lane to another <br />unless the same can be done with safety and without interfering with the normal flow of <br />pedestrian and vehicle traffic, and if any other vehicle may be affected, the intention to make <br />such stop, change of position or turn shall be indicated by the driver by extending his left arm <br />from and beyond the left side of the vehicle in a manner specified by law or by using an <br />approved and efficient device to give such warning and by giving an audible warning by <br />sounding the horn if necessary to warn pedestrians. <br />
