<br />3. under normal circumstances support a prevalence of such <br />vegetation. <br /> <br />423.05 Scope and Effect. <br /> <br />Subd. 1. Applicability. Every applicant for a building permit, subdivision <br />approval, or a permit in any of the Zoning Districts of the City must <br />submit a Storm Water Management Plan to the Public Works Director. <br />No building permit, subdivision approval, or permit to allow land <br />disturbing activities shall be issued until approval of the plan or waiver <br />of the approval requirement has been obtained under this Section. <br /> <br />Subd. 2. Exemptions. The provisions ofthis Section do not apply to fences, signs <br />or poles, or emergency work, or to the following items if approved <br />before the effective date of this Section: <br /> <br />(a.) Any part of a subdivision approved by the City Council before the <br />effective date ofthis Section. <br /> <br />(b.) Any land disturbing activity for which plans have been approved <br />by the watershed management organization. <br /> <br />(c.) A lot for which a building permit has been approved. <br /> <br />(d.) Building permits issued in the R-2A, R-2, R-4, R-5 Zoning <br />Districts. In these Districts, the property owner must obtain prior <br />approval from only the Director of Public Works of a storm water <br />plan appropriate in scale and scope to the proposed activity when it <br />. . . <br />IS over one acre III SIze. <br /> <br />423.06 Plan Approval Procedures. <br /> <br />Subd. 1. Application. Any plan and an application for its approval shall be filed <br />with the Public Works Director. It must state the grounds for approval, <br />that the proposed use is permitted by the zoning ordinances, and <br />adequate evidence that the proposed use will conform to this Section. <br />Prior to applying, an applicant may have the plan reviewed by the <br />appropriate departments of the City. <br /> <br />The applicant must submit two (2) sets of clearly legible blue or black <br />lined drawings in appropriate scale (not less than one (1) inch equals <br />100 feet) and the required additional information with evidence of <br />payment of all fees required under the City's Fee Schedule. <br /> <br />Subd. 2. Plan. At a minimum, the plan shall contain the following information. <br />
