~ i ."- ,A J MEMO DATE: Apiil4, 2002 TO: Honorable Mayor and Council Members FROM: Mary Capra RE: Charitable Gambling Fund/Ordinance I requested a tabling of the charitable gambling fund disbursement of monies until we had a chance to review information from the Minnesota Gambling Comol Board regar~ this issue. . Today I spoke with Alice Jacobs a comp1ian~ specialist with the Minnesota Gambling ~ Control Board. According to Ms. Jacobs the city will need to review and correct the . wording in its ordinance. Under Section 4. Profit~ we need to state the trade area in . ~..~... which ~e 50% profits ~ be used for la~ purpo~s. Base~ on !he ~t that we have % ~ 0.:.,., an ordinance we have to mclude the coDlDlDDity ofLmo Lakes m this ordinance. ". . ~ ~ ~ We also should only be receiving a payment of 10% to the city based on Minnesota ,,~ II( J~I{ .f, Statue and this amount has restrictions on how it can be used. Ms. Jacobs stated we cannot disburse monies to the Centerville Lions Club and directed ~ me to the Gaming News issue for December 2001 for examples of issues regarding problems with doing.so. She will hopefully fax to the city further information regarding funds and local Lions Club OrganirJltion issues to be concerned about regarding the same. Ms. Jacobs stated ~e have the right to request from the Spring Lake Parks Lions Organi7J1t1on and the Dead Broke Saddle Club their" Schedule A" which is submitted monthly to the MinnesOta Department of Revenue. This form includes all profits from the establishment such as Kelly's, Trio or WISe Guys. In addition we can request a "Schedule CID" which is sent to the Minnesota Gambling Control Board. This form will show all disbursement of the 50% profit funds disbursed by these organizations. Please note if no disbursements had been made in a given month no form would be submitted. After spt'SIking with Ms. Jacobs I personally believe we need to further investigate this rl1a1:ter before taking any action regarding this money and we need to amend our ordinance. I would also like to request the above-mentioned information for review from all parties operating charitable gambling with the City of Centerville. . ..
