Anoka County has long chosen to provide <br />SCORE funds to support municipalities in their efforts to develop and promote successful <br />residential recycling programs. The funding allocations are used to help underwrite the cost of <br />these residential programs. This model has had the support of our partners and cities for years. <br /> <br />By statute, the county could use the SCORE funds for our county recycling, commercial <br />recycling, household hazardous waste, yard waste, or resource recovery programs; however <br />we choose to use this funding to help achieve our residential recycling goals. This decision <br />has proven to be very successful. <br /> <br />In 2005 the municipalities reported expenditures of $2,370,356.84, which is $1.6 million more <br />than the amount provided by SCORE grant dollars. This demonstrates to us the continued <br />need for funding residential recycling programs. <br /> <br />Communities are encouraged to support recycling by buying recycled commodities, but we <br />question the model of expanding the use of SCORE dollars for such purposes. I understand <br />Ramsey County allows SCORE funds to be used to pay the difference, if any, above the price <br />of a comparable non-recycled product versus one with recycled content products.
