<br />North Metro Telecommunications Commission <br />Budget Line Item Supporting Information <br /> <br />Personnel <br /> <br />. Personnel costs are divided between two departments; administrative (accounting <br />code 02) and production (accounting code 01). <br />. All salaries are estimated to include any expected step increase and a maximum of a <br />3% cost of living increase. The actual cost of living increase will be determined and <br />approved by the Cable Commission, based on the average of member cities' <br />increase, at their December 2007 meeting. <br />. The IT Engineer/Administrative Assistant salary is split between the administrative <br />(02) and production (01) departments. <br />. Four part-time production assistant positions have been added. They would earn up <br />to $425 per month (up to 42 hours per month at $10 per hour) and would not be <br />eligible for health benefits or PERA. Payroll taxes would apply. Some of the <br />benefits of having a pool of part-time producers include a more reliable and <br />consistently trained crew for van shoots, tri-caster shoots, and news gathering; the <br />ability to produce more programs; a reservoir of individuals who may be interested in <br />also working for cities to tape meetings; and an overall increase in the quality of our <br />final product. The technical quality of our programs is of particular interest to us, as <br />we are working to develop a commercial sponsorship program. <br /> <br />Benefits <br /> <br />. Benefits have also been divided between the two departments. <br />. Health/Dental coverage, ADD, STD, L TD, Life and Workers Comp are included, <br />budgeted at $830 per person/per month. <br />. The NMTC's contribution to PERA increased from 6.25% to 6.50% of employees <br />wages. <br /> <br />Administrative Expenses <br /> <br />. Franchise fee payments, to the cities, are included under administrative expenses. <br />. Legal fees are included under administrative expenses. <br /> <br />Production Expenses <br /> <br />. Increased marketing line-item to cover costs associated with Comcast cable spots. <br />. The annual award ceremony, video production supplies, interns, production vehicle <br />costs, and video equipment parts and maintenance are included under production <br />costs. <br /> <br />16 <br />
