While this exemption likely exempts the noise from the area roadways <br />from the Minnesota noise rules, the rules do provide a basis for evaluating the <br />appropriateness of areas along the roadways for specific land uses. For example, the <br />daytime standards for NAC-l areas are based on speech interference, and the nighttime <br />standards for NAC-l are based on sleep interference in bedrooms with partially open <br />windows. <br /> <br />2.2 Noise Monitoring and Modeling Comparisons <br /> <br />In order to help define existing project-area noise levels, and to check calibration on the <br />Minnoise computer model, SBP conducted monitoring at two locations near the proposed <br />development site. The monitoring locations (Ml and M2) are along Main Street and <br />Centerville Road, respectively. The locations are shown in Figure 1. <br /> <br />Traffic counts were conducted during the monitoring periods and the data was entered <br />into the Minnoise model to compare the actual monitored noise level to the modeled <br />noise level. The receptor locations are shown in Figure 1. Receptors <br />R I - R9 represent residential buildings. Receptors C 1 - C6 represent buildings with first <br />floor commercial uses (upper floor residential). Noise levels were analyzed for the <br />existing (2007) and post-development years, 2012, and 2030. <br /> <br />SBP also estimated the change in noise levels that would occur along roadways serving <br />the redevelopment area due to the growth in traffic volumes between 2007 and 2012. <br /> <br />Page 3 <br />
