<br />The following Figures (3 through 7) depict the proposed sanitary sewer rehabilitation recommended to be <br />completed as part of the street maintenance. It is recommended that the remainder of all necessary sanitary <br />sewer repairs, noted in black on the figures, be completed as part of the City's annual sanitary sewer <br />maintenance. This process will allow the City to receive a more competitive bid on the work. <br /> <br />Water Main <br /> <br />The needs in terms of water main were also discussed with the City staff. Several types of improvements <br />were identified which can also be seen in Figures 3 through 7. <br /> <br />WATER MAIN EXTENSIONS <br /> <br />As described above under the proposed improvements labeled as A-l, B-1, and B-2, several streets in town <br />are fully developed with City sewer and streets, but do not have City water mains. Mains are proposed for <br />installation on these streets in conjunction with their street improvements, <br /> <br />WATER SERVICE STUB INSTALLATION <br /> <br />Some areas have City water main adjacent to their property, but have homes which are not yet connected <br />to that main, nor is there a service stub extended to their property line. The City has developed a policy of <br />requiring all properties within the city limits and adjacent to City water mains to be hooked to the system by <br />no later than 2012. To facilitate this, it is recommended, that at a minimum, the City extend services to the <br />edge of the right-of-way/property line for all homes which either currently have water main in their roadway <br />or are proposed to have water main installed with this project. <br /> <br />WATER SERVICE CONNECTION TO HOME <br /> <br />Requiring homeowners to hook to the City's water system in conjunction with the proposed street <br />improvements would be prudent as this would confine the mess of construction to one year would ease <br />enforcement of the hook up policy in 2012, Additionally, each home is estimated to contribute <br />approximately $250 per year to the water fund through user fees. With approximately 185 new services to <br />be provided with this project, that means an annual income of roughly $45,000, <br /> <br />If the City chooses to make immediate hook-up mandatory for all homes served by the proposed project, it <br />will face two options to meet this end, <br /> <br />Option one is to have the city project include only the curb stop and service stub to the property line. This <br />leaves each individual homeowner the responsibility of hiring a private plumber to hook their home's water <br />system to the service stub, The upside to this option is it relieves the City of the difficult task of obtaining <br />right-of-entry forms from each homeowner and the inherent liability of coordinating the work of internal <br />plumbing and laying pipe on private property.
