<br />City of Centerville Developer's Agreement Master Agreement is signed. <br /> Each phase will require a <br /> separate agreement related to <br /> the Master. <br />City of Centerville ADDroval of Street and Utility Plans Plans to be submitted <br /> <br />9. Land use <br /> <br />Describe current and recent past land use and development on the site and on <br />adjacent lands. Discuss project compatibility with adjacent and nearby land uses. <br />Indicate whether any potential conflicts involve environmental matters. Identify any <br />potential environmental hazards due to past site uses, such as soil contamination or <br />abandoned storage tanks, or proximity to nearby hazardous liquid or gas pipelines. <br /> <br />The existing land uses within the project area are consistent with an established small- <br />town core downtown. Numerous businesses and single family residential areas are located <br />in the project vicinity (see Figure 4). The proposed conditions are for multiple businesses <br />(office space) and retail to be located in larger buildings. Multi-family units and <br />townhomes will replace the single family dwellings as they become available for purchase <br />by the developer. Two institutional buildings are located adjacent to the project area. <br />Centerville Elementary School is located to the north. The school building will not be <br />affected, but enhancement of its parking lot within the project boundary is proposed. Two <br />large senior housing buildings operated by Anoka County HRA are located adjacent to the <br />south edge of the project area. The project will have limited effect on the senior housing <br />complex. The Central Anoka County Regional Trail is planned to be located adjacent to <br />CSAH 14 through the project area. Another designated trail, Rice Creek Chain of Lakes - <br />Bald Eagle Regional Trail will run along Centerville Road and connect to the Central <br />Anoka Trail. <br /> <br />Potential Contamination <br />A search was conducted of MPCA on-line records of potential contamination in the City <br />of Centerville to determine the potential for contamination to be encountered during <br />construction of the project. Eight records were found that included one unpermitted dump <br />site, one Voluntary Investigation and Cleanup (VIC) site, and six leak sites. <br /> <br />The dump site is identified as the Centerville School Absorption Pit (Abandoned) and is <br />located just north of the project area. Because of the close proximity to the proposed <br />redevelopment area, it is possible that contamination from the school site adjacent to the <br />north could migrate to the project site, although it is not anticipated. The VIC site is <br />located east of Interstate 35E in the City of Lino Lakes, approximately 1.2 miles east of <br />the project area at the closest point. Because of the distance to the VIC site, it is unlikely <br />that contamination present at this property would impact the project area. <br /> <br />The following table lists the leak sites as identified on the MPCA Minnesota Aboveground <br />/Underground Storage Tank Site Search web page. <br /> <br />6 <br />
