Circle Pines, Ham Lake, Lexington, Lino Lakes and Spring Lake Park, <br />Minnesota. In the event the City lawlLllly withdraws from the Commission. any <br />reference to the Commission in this Franchise shall thereaner be deemed a <br />reference to the City, and the rights and obligations related thereto shall. where <br />possible, accrue pro rata to the City, pursuant to a transition agreement to be <br />negotiated at such time by and between the City, the Commission and the Grantee. <br />The total burden of Grantee's obligations under this Franchise and any Franchise <br />the Urantee may have with the other member cities of the Commission shall not be <br />increased as a result of any such withdrawal. <br /> <br />1.2.9 "Converter" means an electronic device (sometimes referred to as a receiver) <br />which may serve as an interface between a System and a Subscriber's television <br />monitor, and which may conve,1 signals to a frequency or format acceptable to a <br />television monitor of a Subscriber and may, by an appropriate selector, permit a <br />Subscriber to view all signals of a particular service. <br /> <br />1.2.10 "!::fI" means the annual average of the Consumer Price Index for all Urban <br />Consumers (CPI-U) for the Minneapolis-St. Paul Consolidated Metropolitan <br />Statistical Arca, as publishcd by thc Burcau of Labor Statistics. <br /> <br />1.2.1 I "I)ron'''' means the cable that connects the ground block on the Subscriber's <br />residence or institution to the nearest feeder cable of the System. <br /> <br />1.2.12 "Educational Access Channel" or "Educational Channel" means allY channel <br />eapacity on the System set aside by the Grantee for Noncommercial educational use <br />by educational institutions, as contemplated by applicable Jaw. <br /> <br />1.2.13 ".FCC" means the Federal Communications Commission, its designee, and any <br />legally appointed, designated or elected agent or successor. <br /> <br />1.2.14 "Frllnchise" or "Cable Franchise" means this ordinance, as may be amended from <br />time to time, any exhibits attached hereto and made a part hereof; and the regulatoI)' <br />and contractual relationship established hereby. <br /> <br />1.2.15 "Governmental Access Channel" or "Governmental Channel" means any <br />channel capacity on the System set aside by the Grantee for Noncommercial use by <br />the City or its delegatee. <br /> <br />4 <br /> <br />f!J <br />
