<br />The project location is shown on Figures 1 and 2. The proposed development concept <br />plan and phasing are shown on Figure 3; existing conditions are shown on Figure 4. <br /> <br />All existing buildings in the development area will be razed to accommodate the <br />development as the properties become available for purchase by the developer. Street and <br />utility reconstruction will occur in advance of or in conjunction with these phases to <br />accommodate the new buildings. Since the proposed use of the development area is <br />similar in nature to the existing use, grading operations will be limited and should not <br />substantially change drainage patterns or impact natural resources in the area. <br /> <br />The existing City utilities in the area will be modified to accommodate the increased <br />density and more intense use of water. Storm drainage features will be added to treat and <br />regulate runoff quality and quantity, respectively. Again, since the new use will not vary <br />substantially from the existing use, there will not be a significant increase in stonn water <br />runoff, but we will have the opportunity to provide quality and quantity regulation where <br />none existed before. <br /> <br />c. Explain the project purpose; if the project will be carried out by a governmental <br />unit, explain the need for the project and identify its beneficiaries. <br /> <br />The purpose of the project is to revitalize a struggling downtown business district and to <br />add new and affordable housing stock to the City. The City would also like to encourage <br />a pedestrian friendly downtown that invites people to patronize local businesses on foot or <br />by bicycle. <br /> <br />d.
