In that regard, barrier style curbs are needed for the roads in the <br />project area to provide for pedestrian safety. <br /> <br /> <br />12.Physical impacts on water resources <br /> <br />Will the project involve the physical or hydrologic alteration - dredging, filling, <br />stream diversion, outfall structure, diking, and impoundment - of any surface <br />waters such as a lake, pond, wetland, stream or drainage ditch? lYes _No <br /> <br />If yes, identify water resource affected and give the DNR Public Waters Inventory <br />number(s) ifthe water resources affected are on the PWI: None. Describe <br />alternatives considered and proposed mitigation measures to minimize impacts. <br /> <br />A wetland determination study was completed for the redevelopment area. One wetland <br />was found to be present near the eastern boundary of the project area, generally south of <br />the Sorel Street alignment (see Figure 5). The actual road does not extend to the wetland <br />area. Current plans for the redevelopment project show a storm water treatment pond in <br />the location of the wetland. The developer will need to work with the Rice Creek <br />Watershed District to determine if this use of the wetland is acceptable. Ifnot, the <br />developer will be required to find a new location for the storm pond or design a two-cell <br />treatment system where stormwater receives primary treatment in the first cell and then <br />discharges to the wetland for secondary treatment. The wetland will be delineated in the <br />future. Any impacts to the wetland will be subject to the Wetland Conservation Act <br />Replacement requirement of2:1 mitigation. <br /> <br />While no direct impacts as listed above are proposed, there are public waters adjacent to <br />or partially within the site which warrant discussion. Centerville Lake (2-6P) is a 455- <br />acre lake located on the west side ofthe project area. Clearwater Creek (aka <br />Anoka/Washington County Judicial Ditch 3) flows from the east toward the project area <br />and then turns north and crosses through the northeast comer of the project area (Figure <br />5). The creek is planned to be realigned in this section starting in 2007 as part of the <br />CSAH 14 reconstruction project by Anoka County. The CSAH 14 project and associated <br />creek realignment was not initiated by the proposed redevelopment. Direct impacts to <br />Centerville Lake or Clearwater Creek are not proposed by the downtown redevelopment <br />project. <br /> <br />13.Water use <br /> <br />Will the project involve installation or abandonment of any water wells, connection <br />to or changes in any public water supply or appropriation of any ground or surface <br />.. water (including dewatering)?
