<br />e) Other Unique Resources <br />Every summer Centerville celebrates the Festival of Lakes (Fete de Lacs) which includes <br />a parade, fireworks, food, and entertainment. The parade proceeds through the <br />downtown area and the festival itself is held in a park to the southwest of the <br />redevelopment area. The parade route may need to be altered due to the redevelopment <br />project but other impacts are not expected. <br /> <br />26.Visual impacts <br /> <br />Will the project create adverse visual impacts during construction or operation? <br />Such as glare from intense lights, lights visible in wilderness areas and large visible <br />plumes from cooling towers or exhaust stacks? _X_Yes _No If yes, explain. <br /> <br />While the project will cause none of the impacts listed above, it will result in a visual <br />change to the shoreline of Centerville Lake where townhome units are proposed to be <br />constructed. Overall building heights will increase compared to CUlTent conditions, but <br />heights will be similar to the buildings that cUlTently are located within the study area. <br />Additional lighting as well as different types of lighting then presently used will result <br />from the addition of commercial spaces and residential units. Trees may need to be <br />removed for construction of commercial and residential spaces. Tree replacement is <br />planned, but will not necessarily be completed in the exact location of tree removal. <br />Instead, trees will be planted along boulevards and in locations that enhance overall <br />aesthetics. <br /> <br />27. Compatibility with plans and land use regulations <br /> <br />Is the project subject to an adopted local comprehensive plan, land use plan or <br />regulation, or other applicable land use, water, or resource management plan of a <br />local, regional, state or federal agency? _X_Yes _No. <br /> <br />If yes, describe the plan, discuss its compatibility with the project and explain how <br />any conflicts will be resolved. If no, explain. <br /> <br />The project is subject to the City's adopted comprehensive plan including all recent <br />amendments. The proposed development is consistent with the intent of the <br />comprehensive plan as well as the City's downtown master plan. <br />The downtown master plan design meets the Metropolitan Council's vision for <br />developing communities to provide for more development within existing urban areas <br />and provide growth at densities between 3-5+ units per acre. This development will <br />exceed these desired minimums while providing a unique mixed use development that <br />will provide a variety of housing opportunities, commercial and office uses in a <br />traditionally designed downtown. The development will also provide hOLlsing dlOices <br />and opportunities for the city to meet the Metropolitan Council affordable housing <br />allocation over the next several years. <br /> <br />24 <br />
