30.0ther potential environmental impacts If the project may cause any adverse environmental impacts not addressed by items 1 to 28, identify and discuss them here, along with any proposed mitigation. Impacts in addition to those discussed previously in this EA Ware not anticipated. 31.Summary of issues Do not complete this section if the EA W is being done for EIS scoping; instead, address relevant issues in the draft Scoping Decision document, which must accompany the EA W. List any impacts and issues identified above that may require further investigation before the project is begun. Discuss any alternatives or mitigative measures that have been or may be considered for these impacts and issues, including those that have been or may be ordered as permit conditions. The project proposer must acquire the previously mentioned permits and approvals prior to proceeding with construction. Temporary and pem1anent erosion and sediment control plans and a stormwater pollution prevention plan (SWPPP) must be prepared. Issues that will require additional investigation include: · The wetland identified within the redevelopment area must be delineated. The delineation report will need to be submitted for review and approval to the Rice Creek Watershed District (RCWD) as the Local Govemmental Unit (LGU) responsible for administration of the Wetland Conservation Act (WCA). Any impacts proposed to the \vetland \vill reqllire prior approval by the P,-C\^lD and l11itigation at a 2: 1 ratio will be required prior to impacting the wetland. · Demolition of existing structures to allow for redevelopment will generate waste materials, some of which may be considered hazardous (such as asbestos containing materials). Additional investigation will be needed to ensure that demolition of buildings and disposal of materials/debris is conducted in an appropriate manner in accordance with federal, state and local regulations. 26
