<br />- ---------- - <br /> <br />Work Session Minutes. City Council 08-24-2005, 5:30 p.m. Present were Mayor Mary <br />Capra, Council members JeffPaar, Tom Lee, Michelle Lakso, and Richard Terway. Also <br />present were City Attorney Jim Hoeft and Finance Director John Meyer. <br />Summary of Meeting <br /> <br />1. The Council spent substantial time reviewing the draft city code and completed <br />review through section 91.08. The work will continue in September. <br />2. The Council discussed the backage road project and several options to get the <br />road done. One option would be to work with CSM Development who recently <br />entered into an agreement to purchase the Rehbein property on the east edge of <br />the City. CSM has expressed an interest in working with the City and would <br />construct and finance the backage road, 21st Avenue and Fairview Avenue if some <br />Tax Increment Financing were provided on a "pay as you go" basis. The next step <br />in order to keep the process moving would be to apply for watershed and Army <br />Corp of Engineer permits for the backage road and related wetland mitigation.
