City of Centerville
January 26, 2005
Council Meeting Minutes
City Attorney Hoeft indicated the property could be financed from other sources such as
an interfund loan.
Council Member Lee said he thinks the City could come up with the money to do it and
he feels Park and Recreation is in favor of doing it in spite of the price increase.
City Attorney Hoeft commented that this is a nice piece of property and this opportunity
for that type of property will not happen again so that is a factor to take into
consideration. He then said that there is the option of the City purchasing the two lots
together for $663,000 but the home on the lot would need to be torn down.
Ms. Stephan commented that there are some members of Parks and Recreation who do
not want it.
Ms. Bender indicated they are concerned about spending dollars that they do not have yet
and may not get.
Council discussed talking to the board to ask if they would leave the pipe in and add the
parkland deed restriction in exchange for a lower purchase price.
City Attorney Hoeft indicated the City may want to get them to move the pipe so the City
can do permanent landscaping and walkway or a building. He then indicated that there is
an individual who lives on the other side of the existing home that is eager to purchase
some or all of this property and has the wherewithal to do so if the City does not.
Council Member Lee suggested that Mayor and the Chair of the Park and Recreation
Committee go to the board to try to work out a deal on the price.
Mayor Capra asked if the City could ask for an extension of time if the board agrees to a
lower price and leaving the pipe in.
Council Member Lee indicated he would like to discuss this at the all committee meeting.
Mayor Capra commented that this is the only option that the City has or will have for
park space on the lake.
Council Member Lakso said it is an opportunity to enhance the City park system for the
enjoyment of residents if there is a way to figure out the financing for the purchase.
City Attorney Hoeft indicated that he would need to discuss the assessment with them
and would take the position that it gets deducted out of their proceeds.
