<br />. Mayor Wilharber questioned the location of the driveway access on Peterson Trail. Mr. Drilling <br />indicated the access would be directly across from Apple Tree Square's entrance. <br /> <br />Mayor Wilharber stated that both parcels that Mr. Drilling owns located on Main Street were <br />previously zoned commercial and one (1) - 1873 Main was modified to allow the previous house. <br /> <br />Council Member Broussard Vickers stated that several residents had attended the Planning and <br />Zoning Commission meeting for the public hearing. Most of the opposition was to having an <br />access into and out of the strip mall onto Shad Avenue. Residents on Shad Avenue were <br />concerned for increased traffic. <br /> <br />Council Member Broussard Vickers stated she had spoken to the residents of Shad Avenue <br />following the meeting and had proposed to eliminate the access onto Shad Avenue and to provide <br />a berm with trees and a privacy fence along the back side of the strip mall aiding in a buffer for the <br />neighborhood. <br /> <br />Council Member Nelson questioned whether residents of Peterson Trail expressed concern and <br />Council Member Broussard Vickers stated that none were present at the meeting to express <br />concerns. <br /> <br />Council Member Sweeney stated that the access onto Peterson Trail was commercial to <br />commercial where the access onto Shad Avenue would be commercial to residential. <br /> <br />) <br /> <br />Council Member Sweeney questioned whether County Road 14 access could be moved or needed <br />to remain as is. Mr. Drilling stated that the access could be moved to better accommodate <br />residents and agreed to the suggestion ofberming and fencing the rear of the property. <br /> <br />Mr. March stated the City may consider shifting the access west to better accommodate fire hall <br />access. Council Member Sweeney stated he thought it may be best to shift the access to the east a <br />bit. <br /> <br />Mr. March stated that several residents indicated at the Planning and Zoning Commission meeting <br />that the values of neighboring homes would decrease. Mr. March stated that subsequent to <br />research, property values in the area of Apple Tree Square had increased 11.3%, which is more <br />than legally allowed. <br /> <br />Mr. Jerry Engler, 7127 Shad Avenue, expressed his gratitude to the Council for the <br />recommendation to eliminate access onto Shad Avenue. Mr. Engler expressed concern that the <br />berm and fencing not obstruct views for traffic attempting to enter Main Street. <br /> <br />Council Member Broussard Vickers questioned drainage if a berm was installed. Mr. Drilling <br />indicated there was a holding pond which would catch runoff. <br /> <br />Mrs. Katie Bowman, 7130 Shad Avenue, stated she realized the commercial development would <br />be approved and thanked Council for the suggestion of the berm, trees and fencing which will help <br />residents maintain a residential feel in their neighborhood. <br /> <br />Mr. Eric Bowman, 7130 Shad Avenue, suggested moving the access onto Main Street as far east <br />as possible. He then expressed concern for the speed limit on Main Street. Mayor Wilharber <br />stated that the City could request a traffic study but it could backfire if the County finds the <br />majority of traffic travels faster than the posted limit the speed limit could be raised. <br /> <br />Page 9 of 15 <br />
