Mr. Bis-ek(Kelly'-s- Kornert and:ehiefHeckman <br /> <br />Mayor Wilharber explained that the owner of Kelly's filled a complaint against the Police Department <br />and:he requeste(ho address the iS84es. <br /> <br />Mr. Bisele.(ownerof Kelly's Korner):-add:ress-edthe:-Council and shared some-itemsofconcemregarding <br />the manner in which the Circle PinesILexington Police Department conduct business. <br /> <br />1) Several of Mr. Bisele s-clientshavereporte(hhatCirclePineslLexingtorrPoiice: Officers-app~ch <br />vehicles, drive up too fast and follow too close to vehicles. Thus, causing the driver to be more <br />apt to make- a mistake. <br />2) -Pressing DUIlDWI cases to thepomtwhere-thecourtis selecting jury members, then:the::..qty <br />Attorney decides to drop the issue. <br />3) The lack ofcommunicatiorrbetweerrtheliquorestablishments and the:Poli:ce Dep~nt. <br />4) The Police Department follows Kelly's patrons leaving the bar and then pulling them over. <br />5) A Police Officer pulled-behind-a-parkedvehicte with lights shining in orr:two individua1s, <br />one person being Mr. Bisek. He indicated that the Police D~partment could have been friendlier <br />when handling the situation, since he is ahusiness owner. <br /> <br />Mayor Wilharber noted that the liquor establishment owners and the Police Department were invited to <br />express their concerns. <br /> <br />Page 1- or-S <br />
