<br />VI.' PETITIONS AND COMPLAINTS <br /> <br />VII. UNFINISHED BUSINESS <br /> <br />Special Use Permit (SUP) - Mr. Lloyd Drilling . <br />Mr. Drilling was present to discuss a strip mall concept to be placed on a commercially zoned parcel of <br />property located north of Main Street and west of Peterson Trail. Mr. Drilling displayed a color rendition <br />of the proposed strip mall. The Council agreed the new building design was in line with the Design <br />Teams commercial building historical theme. Furthermore, Mr. Drilling proposed a sidewalk along Main <br />Street on Anoka County right-of-way. Mayor Wilharber read aloud the special use permit (Attached) <br />correcting the approved date of February 10, to February 24. Mr. Drilling confirmed the City Council <br />approved the SUP with access from County Road 14 and Peterson Trail. <br /> <br />Motion by Councilmember Nelson, seconded by Councilmember Sweeney to approve the SUP as noted. <br />Motion carried unanimously. <br /> <br />Update on Water Interconnect <br />Mr. Peterson gave a brief overview of the progress made on the water interconnect which is designed to <br />be shared in an emergency situation by the Cities ofLino Lakes and Centerville. After reviewing the <br />current plans, the City Engineer Tom Peterson concluded that the telemetry system is not needed which <br />will result in substantial savings. However, the City reserves the right to implement the telemetry system <br />in the future. <br /> <br />Mr. Peterson noted a feasibility study will cost approximately 8% of the overall projected cost of <br />$87,500. Mayor Wilharber confirmed all work is within the right-of-way (ROW). Mr. March suggested <br />the City secure a contractual agreement with the City of Lino Lakes, prior to authorizing the onset of the <br />feasibility study. Mr. Hoeft discussed obtaining temporary construction easements. Mr. Peterson stated <br />that he will resubmit the JPA (Joint Power Agreement) to the City ofLino Lakes Council for approval <br />and then begin the water interconnect plans and specifications. Councilmember Brenner requested Mr. <br />Peterson verify that Mr. Patzer was aware and agreed with the telemetry system not being needed. <br /> <br />Motion by Councilmember Nelson, seconded by Councilmember Travis to authorize the plans and <br />specifications for the Water Interconnect, contingent upon obtaining temporary construction easements, <br />and approved by Lino Lakes. Motion carried unanimously. <br /> <br />Present Financial Reporting Options - Councilmember Mad Nelson <br />Councilmember Nelson gave a presentation on financial reporting options, with handouts including; Cash, <br />Investments, Debts Reports, Revenues and Expenses Reports, Capital Improvement Projection Report <br />and Monthly Detail Report. Councilmember Nelson suggested the Council receive the Cash, Investments <br />and Debts Report, Revenue and Expense Report, and Monthly Detail Report, on a monthly basis, Council <br />agreed. Mayor Wilharber thanked Councilmember Nelson for the time and effort involved. <br /> <br />VIII. NEW BUSINESS <br /> <br />Insurance Renewal Items <br />Mr. March updated the Council on the insurance renewal items and municipal liability tort limits.
