Mr. Hoeft suggested Mr. Drilling return to the council with amendments incorporated <br />into his plan. Mr. March suggested the day care facility colors differ from the other business stalls, and <br />that Mr. Drilling return to the Council with shingles, siding material and actual color schemes. <br /> <br />Motion by Councilmember Nelson, seconded by Councilmember Brenner to have the Special Use Permit <br />include an 8' fence, with greenery, a sidewalk, lighting, and that the building have a historical look. <br />Motion carried unanimously. <br /> <br />Rezone Request - R & R Leasing - Mr. Gerald Rehbein <br />Mr. Rehbein presented a 16-unit town home sub-division. The proposed sub-division is a 3: 1, units to <br />acres. <br /> <br />Mr. Dale Runkle (Bright Keys Development) gave an overview of the proposed Bright Keys town home <br />development. The homes will range from $120,000 - $160,000; 1220 - 1700 sq. ft. Mr. Travis <br />questioned the possibility to restrict the development to persons over the age of 55 years of age. Mr. <br />Runkle didn't see that as a viable option. <br /> <br />Mr. Rodney Henslin (1967 72st) commented that the plan is too density for 5.6 acres. Mr. Travis <br />corrected Mr. Henslin that the parcel is a 10 acre site. Mr. Henslin commented that the development is <br />not conducive to the surrounding property. Mr. Henslin felt snow plowing will be a concern. Mr Palzer <br />commented the snow can be removed from the site. Mr. Henslin felt the access onto and off20 Avenue <br />is inadequate and possibly hazardous, too. <br /> <br />Councilmember Travis stated that he liked the idea; however the proposed development appeared too <br />dense. Mr. Henslin commented the proposal doesn't comply with the minimal requirements and the <br />neighbors believe the adjacent property owners will experience a decrease in property value. <br /> <br />Ms. Denise Saxton (1949 72st) requested the Council consider that the adjacent property owners <br />understood the north property is reserved for executive homes, not town homes. <br /> <br />Councilmember Brenner questioned if a rezone is required with a PUD (planned Unit Development). <br />Mr. March and Mr. Hoeft were unsure. Mayor Wilharber complemented the adjacent property owners <br />for the time invested to complete the handout. However, the comprehensive plan states the property as <br />R5 executive homes. Also, the City ofLino Lakes comprehensive plan anticipates across 20th Avenue <br />tp be high density. <br /> <br />Council members Brenner and Travis liked the proposal, but felt it was too dense. <br /> <br />Motion by Councilmember Sweeney, seconded by Councilmember Nelson accept the Planning and <br />Zoning recommendation and deny the proposed plan. Sweeney, Nelson, Brenner, Wilharber - aye, Travis <br />abstained. Motion carried. <br /> <br />Page 4 of 7 <br />
